中文摘要 | 本研究以社會模式觀點探討視障者在臺灣社會使用導盲犬面臨的各種阻礙,以文獻分析法探究社會模式及其對世界身心障礙定義的影響,並使用深度訪談法與文本分析法研究視障者在臺灣社會環境使用導盲犬時面對物理環境的阻礙、險峻的路況,分析大眾對於導盲犬歧視與拒絕的行為。導盲犬並非視障者的萬靈丹,社會模式認為障礙的產生係社會加諸關係結構的限制在失能的個人上,社會未考慮到身體失能的人、對他們的行動造成不便與限制,使其受到主流社會活動的排拒。對臺灣導盲犬使用者而言,高低落差過大的人行道、擺放雜物的騎樓、未依規定停放的車輛都讓他們在行走時倍感威脅。除了物理環境的種種排除,社會大眾對於導盲犬的相關認知也會大幅限制使用者的外出空間,進而影響其權益,雖然《身權法》第60條明文保障使用者、相關訓練人員帶領導盲犬出入各場所的權利,然而法規須確實執行才能彰顯其意義與精神,唯有障礙者本身意識覺醒以及提高社會對障礙的認知並加以配合,正視社會加諸在失能者的限制並予以改善、排除,才能根本地解決導盲犬使用者在臺灣社會面臨的不利處境。 |
外文摘要 | This essay presents the obstacles which faced by the guide dog users in Taiwan from the social model of disability's perspective. In the use of documentary analysis, the researcher is able to study social model of disability and its impact toward the world's definition of disability. Along with textual analysis and in-depth interview, the researcher explores guide dog users in Taiwan who confronted many environmental problems and look into how Taiwan treat guide dog and its user. Guide dogs are not the panacea of the visually impaired person. The social model considers disability as a kind of restriction caused by social organization which takes little account of people who have physical or mental impairments. The person with impairments was excluded from participation in the mainstream of social activities. As for the guide dog users in Taiwan, there are too many obstacles threatening them from walking on the street, such as bumpy sidewalks, arcades stocked with personal items or vehicles which do not park in the parking lot. In addition to various exclusion from the physical environment, the public awareness of the guide dog also limits guide dog users' rights. Although People with Disabilities Rights Protection Act Article 60 expressly stipulated that guide dog users, trainers, and the foster families have the right to enter every public area with their guide dogs, they still need society to understand and to cooperate with them. As long as Taiwanese society face squarely to the person with impairment and carry out improvement, also enhance the disability awareness among persons with disabilities as well, the disadvantageous situation of using the guide dog in Taiwan may be solved. |
