The CALA Ad Hoc Committee for the newly established “Outstanding Library Leadership Award in Memory of Dr. Margaret Chang Fung” would like to invite nominations for the first annual award to be presented at CALA’s Annual Awards Banquet on June 30, 2013 in Chicago. Below are the general guidelines and procedures for the Award as approved by the CALA Board.
General Guidelines and Procedures
Dr. Margaret Chang Fung
Dr. Margaret Chang Fung (1934-2010) was a Chinese American Librarians Association (CALA) life member and a CALA Distinguished Services Award recipient. She was born in China, attended universities in Hong Kong and Taiwan, and did graduate studies in the U.S. getting her Ph.D. in Library and Information Science from Indiana University. Throughout her illustrious professional career in the U.S., Hong Kong, and Taiwan, Dr. Fung served as a Chinese studies promoter, a visionary university library director, a highly respected library science professor, a widely published scholar, a pioneer in Chinese library automation, a skillful government official in civil service examination and personnel administration, a leader in the woman’s rights movement, and an active advocator in international library cooperation. In her role as the president of the Library Association of R.O.C. (Taiwan), Dr. Fung was instrumental in the draft and passage of the Library Law in Taiwan. Dr. Fung has published numerous works, including more than 90 articles, and such books of solid scholarship as Library and Information (1979), A Primer of Library Automation (1981), On Library and Information Science (1982), Guide to Information Science (1984), Reflections on Civil Service System Library/Information Science (1996), and Collected Works of Margaret Chang Fung (2004). Dr. Fung’s substantial scholarship, achievements, contributions, leadership and dedication to the library profession are highly admirable and of lasting value. She is an exemplary role model for librarians, in general, and Chinese American librarians, in particular.

The Award
In order to honor Dr. Fung’s distinguished library career as a dedicated library director, educator, innovator, advocator, scholar, and, above all, an exemplary leader, The Fung family and the Chinese American Librarians Association have agreed to create the Dr. Margaret Chang Fung Memorial Fund and establish the Outstanding Library Leadership Award in Memory of Dr. Margaret Chang Fung in CALA consistent with the mission and goals of the Association.
A formal agreement drafted jointly by CALA officers and members of the Fung family was completed in December 2011, approved by CALA Board in February 2012, and signed by both parties in March 2012. This agreement shall serve as the basic document for this General Guidelines and Procedures.
The Fund
In order to support the annual Award over time, the Fung family has made an initial donation of $10,000 to create the Dr. Margaret Chang Fung Memorial Fund at CALA. Some of Dr. Margaret Chang Fung’s friends and students have also made donations. Further fundraising will be planned to raise the Fund to a sufficient level, ensuring the continuity of the annual Award.
Guidelines for Nomination
The Outstanding Library Leadership Award in Memory of Dr. Margaret Chang Fung is given annually to a Chinese American library and information professional who has consistently demonstrated outstanding leadership and achievement in library and information services at the national and/or international level. Distinguished contributions and services to the advancement of Chinese-American librarianship will receive special consideration from the Awards Committee. This Award is permanent and one of the highest recognitions given by the Association. No individual can receive the award more than once. Candidates will all be evaluated equally, regardless of age, gender, religion, sexual orientation, or length of service to the profession. Candidates must be CALA members.
The award consists of a $1,000 check. The 2013 Award recipient will be honored at the 2013 CALA Awards Banquet in June 2013 during the ALA Annual Conference.
The recipient of the “Outstanding Library Leadership Award in Memory of Dr. Margaret Chang Fung” is encouraged to submit an original paper in English or Chinese for publication in the joint NTNU/CALA Journal of Library and Information Science. The paper shall be submitted to the Editor of the journal and may address any important aspect of library leadership issues.
Nomination packages must be submitted in English and must include:
1. A formal nomination letter from the nominator
2. 3 - 5 supporting letters
3. Candidate's curriculum vitae
4. Samples of publications (no more than 5)
5. List of relevant awards and honors received
6. Other supporting documentations
The deadline for the submission of complete nomination packages for the 2013 Award will be February 1, 2013. The complete package shall be sent by email (including all attachments) to Hwa-Wei Lee at the email address: leeh@ohio.edu
Selection Criteria
The recipient should have consistently demonstrated outstanding leadership and achievement in library and information services at the national and/or international level. Distinguished contributions and services to the advancement of Chinese-American librarianship in particular will receive special consideration from the Awards Committee.
Timeline
1. The invitation for nomination and the general guidelines for the Award will be announced by the Ad-Hoc Committee on December 1, 2012.
2. The deadline for the submission of complete nomination packages will be February 1, 2013.
3. The Ad-Hoc Committee will review the nomination packages and select two to three finalists, in ranked order. (To be done before March 31, 2013.)
4. The Ad-Hoc Committee should submit these names and supporting documents to the President and the Executive Director for approval by the Board and by the Fung family representative. (To be done before April 30, 2013.)
5. Announcement of the final recipient of the Award will be made on or before May 1, 2013.
6. The Award will be presented during the CALA Annual Awards Banquet in June 2013.
7. The Award Recipient is encouraged to submit an original paper (in English or in Chinese) for publication in the NTNU/CALA’s Journal of Library and Information Science by June 2014.
